Bit torrent client going crazy...connecting with peers all of a sudden...?

ok....
there has been some crazy stuff going on with my torrent's network...
All of a sudden all my torrents which were downloading normally ....changed their status to "Connecting
to peers"...
I tried a couple of things:
1.Restarted the router and enabled randomize port on startup....nd alll of a sudden i got a whooping speed of 3-5mbps[usual speed is 40-50 kbps] but only for like 1 min...then it gradually drops down to zero...
2.checked my firewall of both the internet security and OS...they both are allowing bittorrent
I cant understand what's wrong....
It happens the same on my android phone....."Fetching torrent info" ------that is the status for all torrents on d android phone...
EVen did a force start on all the torrents....in vain..
Since its happening on my desktop,laptop and cell phone....i m starting to think it has somthing to do with my router/ISP....
I checked on the ISP and they said that they werent blocking any netwrk traffic...
FYI:I have a local cable connection

Its been a couple of days now.....any help guyz...?
