You need to find out what graphics card your PC uses, and install the latest driver for that graphics chipset. The driver includes the DirectX distributable for your graphics chip.

Simply go to the microsoft website, or to the bing search site, and type in 'directx' in the search box. The first hit result will be to the directx download website.
