No, white is moving bottom to top because the pawn attacks diagonally (F6 pawn would have black king in check in that case). If white was moving top to bottom, and it was white's turn, check mate already would have occurred due to some bizarre error by black.

In other words, you could move the pawn F6 to F7 to check the king with the bishop at H8, but then the black rook takes the bishop.
