Frame Rate Changer

I need a program that could change the frame rate of a avi file, i used ot have one but i cannot seem ot find it any help please.

Why do you need to change the frame rate?

well if i cover a movie that has a frame rate of 23 andi covert it to a DVD PAL which is 25 frame it messes up and will not run corretly
