Sorry if this has been dealt with before, but it didn't show up in a search.
I've been trying to burn some larger files to CD, but copying them doesn't work because Windows only recognizes the empty CD as holding 648 MB, while it is a 700MB one.
Is there a way 'round this?

It must be that your CDRW can't burn to more than 650-MB CDs... I'm really not sure what else could be the problem, but try using a better burning program like Nero or Primo CD Plus.

Its nothing to do with the software. I too think it could be your cd-rw, or maybe your putting cds the wrong way up. what!, Ive done it b4 (only once though).

If you're using blank CD-RWs instead of blank CD-Rs (notice the difference: CD-RW vs CD-R), then they may not hold more than about 650-660MB.

CD-Rs can hold up to 700MB typically, and with a tiny amount of overburn, almost any CD-RW can burn ~707MB to a CD-R.

Well, I'm not sure about the Philips, but the Samsung specs say it accepts 700MB CD's.
I know the difference between CDr and CDRW, so that's not it either.
Nero might be a worth a try, so is buying a different brand of CD's.
When I try to copy a large file to CD, I get the message that the CD is either write protected, or doesn't have enough space to store the file.
After formatting it, (takes 35MB out) it just doesn't have enough room.
So do you guys format a CD before writing to it?
I only do that for MP3's.
