Subtitle Software

This may sound completely dumb............but is there anyway I can add subtitles to a video file that I dont have sub files for?

Maybe something that can be encoded with closed captions or something............I dont know.

Mods please dont move this to movieworld. I am looking for software that can do the above maybe.
