The Best Flash Software Ever!

Hi, a friend of mine has created some preety awsome flash menus. BUT WHICH PROGRAM HAS HE USED? Ive searched download.com etc, and he really has not enough skill to use something like Macromedia Flash FX etc. This was simply done on a template flash program. Any ideas which one though?
