if i run a shoutcast server broadcasting at 22kbps for an hour, and to 30 listeners.

How much bandwidth will that use?

660kbs is what you would need to stream it over an hour it would use2.3 gigs

22kilobits per second divided by 8 = 2.75 kilobytes per second.

Hence the rest.

So like that, what conection would you need to stream 4 people at 16kbs?
