Can I Be Used

Is it possible for folk to use me as a Proxy & how would i know. The reason i ask is the last month the internet gets glichy now & again, just stops or slows down for no reason i know of. Maybe i'm gettin paranoid but i think someone somewhere has clicked on to my ip & doin things, this would answer for a lot of problems i have also been having the last month.

IE6 with all critical updates except SP1
98SE
Dialup 56k with blueyonder
256ram
800Mhz AMD Athlon

Sorry if this is in the wrong place, i'm sure the Mods will sort it.
