Having a poll section is not a bad idea. People who are concerned about junk polls let it be. If its too flaming delete it. And let that section have a maintenance cycle. By the end of a week of the poll started the poll is deleted.If a poll is worth keeping, then keep it otherwise delete them after a week of that poll.
