Hosts Review

I need some good hosts, its for a client, so he will be paying for it.

Requirements:
php,mysql,cgi (the more the better)
pop-mail

Could you guys give me at least 5-8 good hosts on the net, it shouldnt be that much costly either.
Right now I have two in mind,

1and1.com - about $5 a month
http://www.name2host.com/ (impressive cheap deals) - $35 for a year

We already own the domain its about hosting. So guys let the string lose and use your whip all over the net to find good one's
