Timer For Downloads

i was just wondering if there is a program that will allow you to stop and start your downloads, eg like a timer, so i can balance my downloads a bit, i have 32 gig off peak and 16 gig on, and im TOOO lazy to wait till midnight to start them and keep forgetting to stiop them at 8am lol, any help please

i dont think something like that exists.
