You will need to find out the IP address of the domain to block it.

you can use a .htaccess file if your server is running Apache HTTP Server (or some other server that supports .htaccess).

On a given day or given circumstance, you think you have a limit.
And you then go for this limit and you touch this limit and you think "Ok, this is the limit".
As soon as you touch this limit, something happens and you suddenly can go a little bit further.

.htaccess is the answer. For example, I use it to block RIAA / MPAA computers from visiting my site.

    .htaccess

last year I once seen users at phpbb.com forums get their whole domain banned.
lol.........they banned all of roadrunner and aol ip block ranges for several days because the spamming was so bad.

Once you find that one ip address just send a kind email to their abuse dept and tell them you have many other users from that isp that use your site as well and that it is disrupting service and now nobody from that domain can access it because of that.. Their isp will boot their ass real quick.

And circumstantial evidence adds up. If they try to use that proxy shit, just save all the user agent strings if you can and send that to the abuse dept as well. If they dont get boot they will get a time out for 2 or 3 weeks until their isp decides to turn the light back it back on
