mine have been shocking it may sound whacked out theory wise but its quite concievable that being that msn is so widely used it could be used as a tool to combat downloading of software. I mean microsoft make it and they must lost money from kazaa with people sharing windows ect ect

I have not heard of this, I use it and my downloads speeds are fine
