what is the best program to clean up unnecessary files and cookies ?

Euhm - "delete cookies" and "delete history" ?

In IE : tools - internet options
In Firefox : tools - options - privacy

And Ad-aware or Spybot will take care of the cookies as well.

If you want to clean even more use System mechanic, window washer or a like program.These are very good at cleaning up temp.,junk, unistallers .cookies, and cache files . Has a regleaner too.Some cookies are good tho this lets you pick the ones to keep
