Presumably because he does not have the hardware to do so (TV card etc). Besides to get the best caps from "live" TV you'll need a decent card and/or cable box which can cost a bit.why not try doing it yourself?
yeh i dont have the hardware, and when i say caps i dont mean pictures of tv shows i mean actual recordings of full tv shows

In that case check the P2P networks. Suprnova (Bit Torrent) had a request section their forum in which you could ask for specific shows to be recorded.
