Without a few more details I can't be certain, but I would think it only applies to cars on the streets. I seriously doubt that they could come on to your property and effectively steal your possessions.
.Political correctness is based on the principle that it's possible to pick up a turd by the clean end.
they say that any car not licenced and not running is puplic nusance and will be towed away at owners expence...i know they do it in other places ( calif), but i dont know if anyone ever changled it on not
