Can anyone make any suggestions towards a quiet cpu fan? I have a Socket A cpu. Just something that is cheap, quiet, and dissipates heat good.

I think that the best you can get is going to be two out of three of your requirements...good, silent solutions are not going to be cheap.
An intermediate step you might consider is the stock AMD HS ( preferably with the copper slug) modded with an 80mm fan.
That is the setup I used on my sister's new PC and her temps are quite reasonable and stable.

I was thinking of setting it up with an 80 mm fan but I cant remember what the converter thing is called.

It's called a "60-80mm fan adaptor" and CompUSA sells them for under $5.
