go here for version 1.4 and then remove ur old version from k-lite folder and add this one.
however there have been lots of report problems with 1.4 so i would advise sticking with 1.3 until they r sorted.
if u are talking about the actual text file, it should be automatic and u should use the bluetack address in the address bar. However bluetack has changed its server for a few days, so just be patient.
