Blank Audio Files

I recently searched for and d'loaded a complete album of songs only to find.... Nothing..... just blank space...empty noise. Other d'loads are fine.. Is this the work of mindless morons or am i missing something ?
It happened to be A Perfect Circles' Thirteenth Step.
Can ppl place empty files for ppl to share ?
