Goto http://www.doom9.org/ and checkout the quicklinks for "Spruce DVDMaestro" and "Scenarist NT." I don't think easy will apply to DVD authoring especially if you're going to design your own menus. Of course Scenarist NT will cost you $39,000 unless you find a pirated copy.
I've got Scenarist, and its not that good. It's too difficult to use and its quite old.

Its better to go for a more up-to-date and more user friendly authoring software. I use many.

One ones i prefer are Spruce up (which is discontinued i think, but highly recomend it) and dvd-lab pro.

Its better to use diferent authoring tools because some can have problems with a partcular file, but another could still use it.

Another i would recommend is neodvd plus. Although i don't use it that often.

For every day use i prefer dvd-lab pro

I write, direct, and film my own independent movies and this is what I use.

For editing : Cyberlink PowerDirector 3 [I've tried most all of the consumer level movie editing programs: adobe premier, videostudio, etc., etc. and this is the best one I have found. I like it over premier because it has a better gui, better navigation, and doesn't tend to freeze as much with D1 quality video]

For authoriting (creating menus and such) : Ulead Dvd Workshop 2 [ this is by far the best dvd authoritor I've found, and I've used a lot including adobe encore, dvdit, nero, tmpgenc (forgot how to spell it).

Both these programs are on irc and suprnova. I reccomend you get it!

Oh yeah, the computer I use to edit/author dvd's is

    XP 2800+
Dedicated 120 GB Western Digital HD 8 Mb Cache
    768 MB DDR 333 Ram
Nec 2500a Dvd+-RW ( i was thinking about applying the double layer firmware hack once the media is more widly avialable)
    Windows XP Pro Sp1

Click for more activation options, then activate by telephone. Run the keygen.
if I call them, aren't they going to get me? (you know, down there)
