Becuase the RIAA hasn't moved to othe P2P softwares. I'm sure they will but we will just keep on making new ones. To answer your second question, some people might have bad mp3s but great movies with high bandwidth. So if we blocked them we will be loosing out on the great movies. Also they could always change their IP, which means we can't ban them permenantly. Also, who would go through all that work. It is easier to move to a new P2P.
