are you behind a router or connect through some other kind of network. If so you have to do port forwarding theres a tutorial if you search for it, if not then I have no idea why you have a yellow indicator (and the crap speeds associated with it)

Peers may not be allowing high upload speeds and/or you upload is too high.

It does look like you're behind a firewall.
Even so, such slow speeds are probably because there are no seeds. Doesn't mean there's not a seed your just not able to connect to. but, if there is thier upload is set very low.
