Surely the term "under-age" is self explanatory. In the UK under-age is 16.
However, at 47 I would consider myself fortunate if a youngster of 35 gave me a second look.

I do recall (vaguely) being 20. It was disconcerting to meet someone at a disco all dolled up and looking 18 only to find out that they were 14 and had blagged their way into the disco to dance and drink.
My daughter refers to some of her teachers in a similar way. The idea of teaching a pile of teenagers is horrifying. I considered teaching after university many years ago - until I discovered that all schools had at least some pupils.
