I would say it depends on the virus; if you're infected wuth a p2p worm and kazaalite is installed on F:\, you'd have it on two partitions and perhaps you'd be at risk of transferring it to another OS if you move that drive... dunno though
Alternatively, if you mean can an infection in a Windows installation on C:\ put files stored on other partitions at risk then yes. The klez.h virus, for instance, would delete everything on drives C:\ through H:\ (if there) when the payload was triggered.
