I use ACDSee to do it. You can also use Irfanview.

What program do you have for editing image files?

    A simple solution

    http://www.irfanview.com/
    install - load picture
clik in menu bar >image >resize\resample
change the DPI to a lower resolution
    OR
load pic then clik save as (jpeg)
on right screen lower the quality
    save

jpeg and gif are lowest quality
    all others are more "expensive"

it's good to have fireworks or photoshop.

with them you can easily resize images and keep them looking good, you can make animations. it's easy to make parts transparent and reducing file size is very easy too.
