Port Throttling

I dont know much about port throttling but its bringing my very high speed connection down to <1kb/s. Now I&#39;ve done the obvius (switching to many diffrent ports) but there&#39;s never much of a difference. My computer is on a fairly large private network of about 3,000 computers and have plenty of money and staff (in case it matters). Is there anything i can do?

There&#39;s no way round port throttling that I know of as it&#39;s a practice that the ISP &#39;s employ to control usage.
