Question about photoshop CS.

I'm wondering if someone may please tell me , how i add a border to an image in photoshop cs , please

use the rectangle selection tool and draw a rectangle of the part you don't want to have a border.
then right click that area and go to select inverse.
now draw the border...

that didnt work, can you please be more specific , kinda only know the basics of the program (like ms paint :x )

but really there's about a million ways to make a border...

I know... just glad Formula1 wanted the simplest one
