This is about to aggravate me to no end. I'll be playing a game or a music file, then suddenly my sound card starts making this annoyingly loud crackling sound. I am by no means a computer guru, but if anyone can help me with this, in laymen terms, I would very much appreciate it

Perhaps an IRQ conflict? What are your system specs?

First thing i would do is figure out what sound card you have, if you dont know, and go download the latest drivers for your specific operating system.

Is it only in certain games, or certain activities? Maybe its a codec issue.
