Go to your FFVII installation folder.
*:\Program Files\Final Fantasy VII
Open FF7Config.exe . Go to the Graphics tab and choose the one that says quarter screen (640*480 16bpp (Quarter Screen)).
That should do it. I'd try right now, but I have too many big programs open.
