res://ie4tour.dll/tour.htm ????????? annoying

Every time I boot up Win 98 I get a pop-up window trying to (go on-line and) start res://ie4tour.dll/tour.htm

I tried start up cleaners and other things but how do i get rid of this its not on my system but on a friend of mine so how do i fix this ????????????????

Start -> run -> msconfig
disable the option from starting when you boot windows

Disable active desktop ?
