PS2 needing be coaxed?

I have a Magic 3 chip in my PS2... Sometimes it plays backups fine and sometimes it just takes me to the "Please Insert A Playstation Disk" Red Cloudy screen... When it does this I'll need to put in an original a couple of times before it will work... But sometimes the game starts up fine :/

IS this a laser issue or a chip issue?
