The thing is to check what else could be giving off heat - the biggest culprit is usually the monitor. Make sure it goes into power saving mode VERY quickly (2 minutes is usually about right). Better still get an LCD monitor.

Another thing that gives out lots of heat is your graphics card - make sure that's not overclocked too. In fact underclocking that except when playing games will probably give you a much bigger heat saving than underclocking the cpu, and will probably be less noticeable.
Foxx, Lynx is right, best bet is get a LCD monitor...it worked for me.
however you must realize that the heat generated has to go
    somewhere.

remember...an air cooling fan cannot cool a component below ambient temperature only a Peltier, phase change ,or freon type system can cool
below ambient temperatures and it is hot in Texas....in the mean time, move
your stuff away from that thermostat as far as possible.
freon is very dangerous. u don't want that shit in the atmosphere. there's a reason they don't use them in fridges anymore

    Congratulations.
Although, to be accurate, I would characterize my disrespect as sporadic
    at best.
