Set it to around 80% of your total upload speed.
For example, if your maximum upload speed is 28Kbps, set it at 23Kbps.
Your slow download rate may have been due to a different factor, such as a poorly seeded torrent, but if you limit your upload rate as I described, then your download speeds will not be affected by uploading.
