do seedpoints get counted when the tracker is down?

PS we are back so it didnt last that long.

if the tracker is completely down then no, if the web side is down but tracker is up then yes

i hear from some of my Filipino friends that they are able to access BCG without problems
but many countries like mine can't
is it a region based ban?

I doubt they banned the US and that's where I am, and I can't access the site either. So it's probably a temporary issue that's being ironed out. I'm getting a name lookup timeout, and a hostname not found in my client...

a guy from California just confirmed in other forum, he can't access the site too
but some people from Europe can
Its not a ban, some technical glitch maybe

As of today we are having some problems with the site.
A few people/countries can't connect.
We are waiting for our host to answer to us.
Please be patient.

And please oh please don't use a proxy to connect.
