Average upload rate in Israel is 25kB/s, there are certain packages that cost twice as much and allow an upload rate of 100kB/s and more...
And what is this nonsense about "good weapons"?

but it is aweful that the best internet speed in Israel only let's 40-44 kb\s up.

Cable, it's way better than a crappy DSL connection.
A friend of mine has an upload rate of 80kB/s (or 60kB/s tbh, can't remember) and he lives in Israel.
