Well, those overseeding rules make sense from a certain point of view. As this tracker is a German one, most local users are limited to upload speeds from 30 to 80 kb/s - which is very little compared with some 10/100 seedboxes. Keeping a reasonable ratio is hard enough for those ppl, so a rule like this makes sense to me.

What they mean with webseeds by the way is commonly known as seedboxes. The indicated answer in your list is wrong on that account too, because they have to be registered with a Mod first.
