Help Withwindows Netstat And Its Features Of Ports

Hi, i have a question considering the netstat tool in windows. My question if anyone can help me solve it is. How do you identify ports that established. I have alot of localhost:1027 and more localhost ports open could someone tell me how to identify the ports that are open and what they are connected too. Thanks alot I really appreciate it.

there is a program called "active port" which enables u to manage ports which are being used by some applications
