The multiplier will set the whole CPU not one specific core. There is an option in there somewhere called CPU thermal management you need to disable it or it screws with you Also I didn't see clockers post. That dude is everywhere.

In BIOS...
-under "Advanced BIOS" options, disable "C1E"
-under "Motherboard Intelligent Tweaker", disable "C.I.A.2".
These two power saving settings throttle back the cpu speed (by switching the multiplier) when the chip is not under load.

Now that you're stabilized at 3GHz, it's time to see how low you can set the vCore and remain stable.
I like OCCT for stress testing...set it to "CPU" and run for an hour.
