my brother just got a AthlonXP 2500mhz

which based on the other rating it should be 1.83mhz, but windows' system properties says its 1.5mhz - is this normal or is the processor broken?

is it the barton chip running at 333mhz? is your mobo able to take it? also have you checked that your bios is setup correctly? what mobo you got?

sounds like the fsb is at 133 rather than 166

    (133*11=1.46GHz, 166*11=1.8GHz)

as boyzeee said, what kind of motherboard is it?
it may not be compatible with a 166MHz fsb
