mirc can be free
xchat (silverex) is the best free IRC client out there for windows imo - even cleaner than mIRC (though not as many scripts for it)

I use Xchat on linux where it's free. But if I had windows I would find a crack for it.
Install mIRC 6.35
1) Make sure mIRC is CLOSED and then run the patch exe (right click "run as administrator" if you're on vista) > click PATCH.

6) Now run mirc.exe - It will ask you to register. Click that you have a code (http://pic.leech.it/pic.php?id=46a0403dmircpatch4.jpg) It should still appear on first run even if your time hasn't expired like mine has [see the note below for other reasons why this screen may not appear].
7) Enter anything your heart desires in to the name and serial boxes (http://pic.leech.it/pic.php?id=dab6521mircpatch5.jpg)
