svcd is svcd nero just burns them or encodes them aslong as ur dvd player can play svcd it wil play them

check here to see if your home dvd player can play vcd/kvcd or svcd

and nero can do the encoding but its not very good at it
the main thing is burning, for that its top notch
you should use a different program to encode
tmpgenc or tmpg as most call it is the best all around encoder

try main concept encoder it is super user friendly and easy as hell to use also easy video splitter makes a good team with it i just split my files with easy video and then encode with main concept burn it with nero and i can fit all my 700mb movies on two vcds.
*edit* actually i should put this in it's own thread called "idiots guide to vcds" cuz if I can do it...
