All you need to do, is to signup with the trial account and if you're an active/good member you can keep your account. The trial account is valid for 7 days, so you have enough time to prove that you're a great user. You need to mantain a 1.5 or above ratio, you can download 7 torrents, you can download 7GB, you can't make requests and you can't send PM's.
iPLAY.ro is one of the greatest general/0-day trackers. The community is very active(forum/seeders/leechers).
How to signup?
1. Go to the iPLAY index page: http://www.iplay.ro/
2. Go to the trial account.
3. Username/Password/Mail/Gender must be added
4. The password must be 8 characters long.
5. You need to correctly answer all 3 bittorrent related questions
6. Press Try In.

That's probably because this has already been going on for nearly a month, and was already posted previously.

However NkFy seems to feel the need to promote his blogs through any means necessary, so more power to him
