Tell that as they are not supplying hot water, you will be forced to take your washing to the laundry and send them the bill. Add that this action has been taken on the advice of an Attorney, or what ever you call them from your part of the world.

Keikan, check your lease and see if there is any provision for you to spend rent money on emergency repairs. According to my lease, I am able to spend up to 2 weeks rent in an emergency, no hot water counts.

Anyways the government people came and inspected this building they say "bad living conditions" they check no hot water, it seems that there is no supply and huge demand of hot water in the building, like the boiler is too small. and other small things like: some windows don't have screens, the stair railings wobble and are too short, like bad living conditions as I said. Also the people who own and the people who run this building have been in court before for this.
