I think I've seen it if there is a scene where Wild Thing flips around dodging bullets only to finally get hit by one.

Sometimes I even scare myself. Although I never in a million years would have connected it to T-Bag.
Anyway as I'm sure no one here will ever watch it.It's all mood with very little actually happening on the surface but it's still somehow strangely hypnotic.
Wings of Desire.
They remade it (sort of) in the US as City of Angels with Nic Cage and Meg Ryan and the results were predictable.
Cautionary note: Probably not best to tempt fate by continually riding down steep hills on bicycle no hands with your eyes closed. So basically a message movie.

It is virtually impossible to pick one movie above the rest, I'm simply not moronic enough to be able to do it, I'll give a couple for classic and modern:
Classic movie, still a tough toss up but it comes down to The Bedford Incident or Flight of the Phoenix.
Relatively modern movie (most of the last two years has been utter shite), Fight Club or Gosford Park.
