Windows probably won't release it out of memory. (rebooting typically solves this problem)
But, booting into safe mode will usually allow you to delete such a file.
Otherwise a registry hack is required. This same hack is preformed by programs I believe are similar to those listed above.
Googling this problem will get you more answers though.
p.s. you've got to mention which O/S you're using when asking questions such as yours.

try deleting it by sharing it through kazaa, then deleting it using kazaa
