no it will peg out at 10k after a bit it drops to 7-8 then slowly get back up there, it stays around 10 if you don't surf or anything, just got to leave it alone
I know or cable line all got switched to fiber optics 8 years ago after opal but I believe are phone line were also switched to fiber optics after another came through

that was in lucky days only... =D
