Resolve the firewall/router issues, and your download speeds will no doubt be better.
You MAY even have to use a different ip port range for BitTorrent if your ISP blocks/restricts that range.

You'll have to find the guide to your router, but usally you access the router via your web browser with an address like http://192.168.1.254/ then it asks for user and password which tends to be "admin" and "Password",
