For the record, that is an analog signal you are unplugging. There is no data transmission occurring. Therefore no problems will occur.

just be safe: analog plugs on digital receivers are not hot pluggable

if you pull it, there shouldnt be any issue.
its when u plug it in while the comp is plugged in that causes the problems... the power surge from the TV will fuck ur card........

if it was going to send a surge back to the card that could wreck it, why would it matter if the computer was on or off?
Lets get this straight.
The yellow composite video-out on a graphics card is what's called a line-level signal. A very small amount of current(<.5mv) carries the signal out of your video card.
Unplugging it while your PC is powered on will do no harm.
Plugging it in while your PC is powered on will do no harm.
Any consequences are purely coincidental and should be recognized as just that.
