I use the 7zip compression extension in IZArc (freeware). It can compress in 11 different formats & decompress over 30 different extensions.

I like to use WinACE as it decompresses a lot of different formats and compresses to a few of them as well.
But it's not as good as what you're looking for, it will only take off a couple percent of the file's size.
